Prospects for meaningful US-Iran negotiations remain low due to the Islamic Revolutionary Guards Corps’ (IRGC) domination of decision-making and opposition to compromise. Iranian Foreign Affairs Minister Abbas Araghchi travelled to Muscat, Oman, on April 26 to discuss security in the Strait of Hormuz with Omani Sultan Haitham al Tariq. Araghchi then travelled to Islamabad, Pakistan, to discuss Iran’s preconditions for talks with the United States with Pakistani mediators, including the end of the US blockade on Iranian ports. IRGC-affiliated media reported on April 26 that Araghchi discussed the implementation of ”a ⁠new legal regime over the Strait of Hormuz,” war compensation, and a guarantee of no future US attacks.
